An echoing concern of community, parents, teachers and staff has
been the lack of support from DOWNTOWN when those uncomfortable,
unpleasant and unimaginable situations occur.
How do you, as a member
of your school site council REPORT your principal for refusal,
forgetfullness or
straight up FAILURE to provide information to the school site
council?

This should be a topic with discussion @ the
training. There are many answers to this. HOWEVER, when we are
looking
at the REALITY of this situation there is only one - MORE SUPPORT
FROM
THE DISTRICT.

The biggest GAP in the line of accountability comes from the
principal having
the opportunity to manipulate, lie and withhold information from the
SSC. Not
only that, principals have revised site plans without site council
approval, which
is a violation of Ed Code. Another GAP in accountability is getting
the information to the SSC about GRANTS AND DONATIONS
While these things must go before the school board, there is not
district wide
way a budget is presented to the SSC. "At principal's discretion"
Therefore,
I have seen site plans where thousands of dollars have come to the
school
that was NOT listed on the school site plan.

Due to the continued reports of SSCs who can not even get a copy of
their own site plan (that they voted on), we suggest to the district
that every single school get the same exact tools for preparation
of the site plan to the school board.

VOTE VERY FIRST MEETING

These steps taken by the LEA will ensure that laws are being
followed. When the LEA submits the application for categorical
funding it agrees to do certain things to assure that the $$$ they
are receiving is being spent on the reasons they are receiving it.
The LEA now has a history of the flow of information regarding the
school site councils and what we have learned from over the last 5
years & this should be an important tool in defining the LEA's
responsibility more clearly. "Desired" things in our district
should be looked at HARD to determine if these MUST BE REQUIRED in
our district.
